TECHNOLOGY DIRECTOR (Ref.: ITD_MECTS_012/022)

MECTS – Mozambique Electronic Cargo Tracking Services, S.A. – is a company incorporated under Mozambican law, whose object is the design, implementation and operation of electronic systems for sealing and tracking cargo using information and communication technologies. MECTS positions itself in the Electronic Sealing and Cargo Tracking Service (ECTS) Provision segment and with a business strategy that aims to add value to its customers, whether public or private, offering differentiated services related to the requirements and needs of safe transport of all types of goods and real-time tracking from departure to arrival at destination, in national, regional and continental territory.

Reporting to: CEO

Purpose of the position:

The IT Director will be responsible for the strategic management and development of the IT infrastructure, as well as the continuous improvement and optimization of the ECTS. In addition, he must lead the innovation and development of new solutions to meet client needs and requirements.

Main Responsabilities:

• Lead the strategy and business implementation for the IT infrastructure and The ECTS ensuring the deployment and optimization of technology platforms, process engineering, business flow improvement and product design;

• Oversee the establishment of sound data management practices, ensuring data security and protection of confidential information and providing for the efficient collection, processing and reporting of data for optimal decision making and reporting purposes;

• Direct the design, installation, operation, maintenance and repair of Local Area Networks (LAN’s) and Wide Area Networks (WAN’s);

• Assure proper installation of server, printing and workstation hardware and software and testing of applications to assure proper operation;

• Direct network administration activities and assure proper network security and server maintenance;

• Coordinate installation and system integration activities for the countywide financial system;
• Confer with vendor representatives and financial system users concerning system specifications, installations, data conversions and data integration from third-party software applications.

• Coordinate support and training efforts, implementing practices to establish and maintain an effective business continuity plan;

• Direct and own the establishment of the DRS to ensure the safeguard and integrity of MECTS data and information; 2

• Lead the process of establishing innovation;
• Identify, compare, select and implement technology solutions to meet current and future needs;

• Identify technology that will both modernization and sustain existing systems, translating these into a delivery program;

• Own and deliver the digital systems program, and the associated enablers of network connectivity, IT infrastructure, cloud and user adoption; whilst ensuring resilience, service continuity and the security of MECTS information & systems;

• Provide strategic advice on technology advancements, identifying new and emerging technologies and products based on assessing their relevance and potential value to MECTS and the people we care for;

• Positively influence the service standards provided by both the internal IT team and third parties in relation to technology solutions, ensuring the approach to IT support is matched to the technology;

• New strategic partnerships with technology partners;
• Drive the innovation and continuous improvement of the current ECTS solution focusing on the improvement of the ECTS core system, improvement of the e-seals, automation of operations process flow, automation of e-seals stock management, etc.;

• Lead the integration process of MECTS solutions with strategic third-party focusing but not limited to single window system, banking systems, port systems, etc.;

• Develop, track and control the development of annual IT/ECTS operational and capital budgets;

• Track, analyze and monitor technology performance metrics;
• Oversee all system design and changes in system architecture for both IT and ECTS;
• Keep abreast of new trends and best practices in the technology landscape;
• Take the initiative in thought leadership, innovation and creativity;
• Lead the digital Marketing, Business Development and Operations to identify, define and deliver new products and enhancements;

• Lead the team to ensure the achievement of overall operational metrics & systems performance targets;

• Define strategies, policies, procedures and business milestones to successfully launch the Electronic Cargo Tracking System (ECTS / SEERC) within the agreed deadlines;

• Define and implement ECTS/IT Key performance indicators (KPIs) both for the internal and the subcontractors to ensure operational excellence and achievement of sales targets;

Main Requirements:

• University degree in IT Engineering, Computer Science, Electronic Engineering or any similar relevant field;

• At least fifteen years of work experience in a senior management role all of which must be gained from the IT and digital related field;

• Previous working experience as Information & Technology Director or Chief Technology Officer; 3

• In-depth knowledge of web systems architecture, digital/electronic system design and development;

• Previous working experience in transport and logistic, telematics and/or electronic cargo tracking solutions will be an advantage.
