Terms of reference Short-Term Consultant Gender Equality, Disability and Social Inclusion (GEDSI) Expert for Urban GREEN CITIES INFRASTRUCTURE PROGRAM
- Background
The UK government has launched a global program worth £48 million to assist five partner countries (Ghana, Zambia, the Philippines, Indonesia, and Mozambique) in improving their infrastructure and promoting sustainable urban development. The UK Foreign, Commonwealth and Development Office (FCDO) has established a Centre of Expertise in Green Cities and Infrastructure (GCI) to coordinate UK leadership in cities and infrastructure from inside and outside of government. GCI is part of the British Investment Partnerships (BIP) approach – the UK’s economic and development offer to partner countries.
The program will harness the UK’s expertise in urban development and infrastructure to address poverty, increase economic growth and enhance climate resilience in developing countries. It will do this by catalyzing investment in sustainable infrastructure and improving municipal finance and public services – creating jobs and improving productivity. It will be managed by a PwC-led consortium (including Mott MacDonald, Engineers Against Poverty, Adam Smith International and MDY Legal).
In Mozambique, the Green Cities and Infrastructure Program (GCIP) aims to address the country’s infrastructure gaps, build climate resilience, and support sustainable urban development. The program will potentially span 8 years, with an initial 16-month phase running until September 2025. GCIP Mozambique will contribute to accelerating the country’s sustainable growth by increasing access to climate finance, supporting more sustainable and fundable infrastructure projects, and enhancing the resilience of selected cities.
The urban interventions have been intentionally designed to impact women and economically vulnerable groups (in particular women, informal sector workers, people with disabilities and IDPs) via: I) improving infrastructure in their settlements (SWM and drainage); ii) increasing resilience of their informal settlements to climate change (coastal protection); and iii) providing livelihood opportunities by involving them in O&M operations. The overall approach across the intervention package is rooted in community participation, and engagement with representative organisations is a central mechanism informing the design and delivery of infrastructure solutions.
