{"id":31635,"date":"2026-07-20T17:10:19","date_gmt":"2026-07-20T17:10:19","guid":{"rendered":"https:\/\/wizandroidmz.com\/emprego\/?p=31635"},"modified":"2026-07-20T17:10:19","modified_gmt":"2026-07-20T17:10:19","slug":"vaga-programs-manager-cabo-delgado","status":"publish","type":"post","link":"https:\/\/wizandroidmz.com\/emprego\/vaga-programs-manager-cabo-delgado\/","title":{"rendered":"Vaga &#8211; Programs Manager (Cabo Delgado)"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><u>Job Description:<\/u><\/p>\n<p><b>Ensure leadership and programme planning is informed by technical standards and operational viability:<\/b><\/p>\n<ul>\n<li>Provide strategic leadership to ensure programmes are aligned with humanitarian principles, organizational standards, and the evolving conflict\/protracted context.<\/li>\n<\/ul>\n<ul>\n<li>Lead programme design and planning processes, ensuring interventions are technically sound, evidence-based, and operationally feasible.<\/li>\n<\/ul>\n<ul>\n<li>Coordinate with technical specialists to integrate sectoral standards, cross-cutting themes, and protection mainstreaming into programme plans.<\/li>\n<\/ul>\n<ul>\n<li>Ensure programme priorities are informed by needs assessments, context analysis, and community feedback mechanisms.<\/li>\n<\/ul>\n<p><b>Operational planning, implementation and monitoring ensuring effective coordination and timely delivery of project activities:<\/b><\/p>\n<ul>\n<li>Ensure effective coordination among programme, finance, logistics, procurement, security, and support functions to facilitate timely delivery.<\/li>\n<\/ul>\n<ul>\n<li>Coordinate with government authorities, UN agencies, clusters, local partners, and other stakeholders to enhance complementarity and avoid duplication.<\/li>\n<\/ul>\n<ul>\n<li>Ensure efficient allocation and utilization of human, financial, and material resources in line with approved work plans and budgets.<\/li>\n<\/ul>\n<ul>\n<li>Ensure adequate monitoring, reporting and acquittal\/closeout of emergency response projects in accordance with the established protocols.<\/li>\n<\/ul>\n<ul>\n<li>Oversee programme implementation to ensure activities are delivered on time, within budget, and in accordance with approved plans.<\/li>\n<\/ul>\n<ul>\n<li>Establish and monitor key performance indicators to track progress, identify challenges, and support timely decision-making.<\/li>\n<\/ul>\n<ul>\n<li>Conduct regular field visits to verify programme quality, operational effectiveness, and accountability to affected populations.<\/li>\n<\/ul>\n<ul>\n<li>Ensure accountability mechanisms are in place for community and stakeholder feedback as per the protocols (fraud, corruption, etc).<\/li>\n<\/ul>\n<p><b>External Engagement, Representation and Coordination<\/b><\/p>\n<ul>\n<li>Represent World Vision in relevant humanitarian, recovery and development coordination mechanisms at provincial and district levels in Cabo Delgado.<\/li>\n<\/ul>\n<ul>\n<li>Ensure active participation and technical contributions to the Food Security &amp; Livelihoods, Protection and other relevant clusters, technical working groups and coordination forums.<\/li>\n<\/ul>\n<ul>\n<li>Build and maintain effective working relationships with government institutions, including INGD, relevant ministries, provincial and district authorities, UN agencies, donors, NGOs, private sector actors and other key stakeholders.<\/li>\n<\/ul>\n<ul>\n<li>Position World Vision as a credible and valued partner by ensuring its visibility and active engagement in strategic coordination, stakeholder and donor meetings.<\/li>\n<\/ul>\n<ul>\n<li>Identify and leverage opportunities for collaboration, joint initiatives, advocacy and resource mobilization through engagement with external stakeholders.<\/li>\n<\/ul>\n<p><b>Operations meet WV minimum quality standards and support improvement, reflection, learning and innovation<\/b><\/p>\n<ul>\n<li>Ensure programmes consistently meet World Vision&#8217;s minimum quality standards, technical guidelines, and accountability commitments.<\/li>\n<\/ul>\n<ul>\n<li>Foster a culture of continuous learning through regular reflection sessions, after-action reviews, and lessons learned processes.<\/li>\n<\/ul>\n<ul>\n<li>Promote the use of monitoring, evaluation, accountability, and learning (MEAL) data to improve programme quality and effectiveness.<\/li>\n<\/ul>\n<p><b>Education:<\/b><\/p>\n<ul>\n<li>Master&#8217;s degree in Humanitarian Assistance, International Development, Project Management, Sociology or Social Sciences, Public Administration, or a related field.
