The main role of the Start-up Operations Advisor is to provide overall operational support to the implementation of the project \u201cSustainable Agriculture and Land Management\u201d. The Start up operations advisor has the key responsibility of coordinating and ensuring the successful implementation of all the operations related to this project.<\/p>\n
\u2022 Responsible for the start-up of AVSI operations in Nampula province
\n\u2022 Participate in the selection of all operations team members (procurement, logistic, administration and finance officers)
\n\u2022 Train and support logistics and administrative team on AVSI procedure and best practices in procurement, fleet management and inventories
\n\u2022 Identify premises for offices and warehouse in Nampula and in the districts of operation
\n\u2022 Carry out an assessment of providers of key material, and prepare tender documentation and support the OM in the definition and negotiation of framework agreements with key suppliers (vehicle rental, fuel, IT equipment, office supplies, etc.)
\n\u2022 Contribute to updating and centralizing the inventory of assets at Nampula office
\n\u2022 Define a standardized model for vehicle management, maintenance and monitoring.
\n\u2022 Develop practical tools and training modules to strengthen local skills and promote the standardization of practices.
\n\u2022 Provide ad hoc technical support on complex purchasing procedures or strategic contract management
\n\u2022 Work closely with Finance, Programs and Security departments to ensure consistency of operations
\n\u2022 In coordination with OM, support the updating of internal procedure, including annexes, if deemed necessary
\n\u2022 Develop a detailed consultancy report including the diagnosis, recommendations, prioritized action plan and tools produced
\n\u2022 Ensure that procurement processes respect of AVSI safeguarding policies and procedures, with particular attention to PSEA
\n\u2022 Participate in capitalizing on lessons learned and disseminating good practices within the mission.<\/p>\n<\/div>\n<\/div>\n
\u2022 University degree in economics, management, logistics, administration or equivalent field.
\n\u2022 Minimum 8 years of experience in the Humanitarian\/development sector, preferably in finance, logistics and procurement
\n\u2022 At least 3 years previous field experience in an NGO, ideally in a similar role<\/p>\n<\/div>\n<\/div>\n
\u2022 Experience and well-developed skills in staff management, supervision, and capacity building
\n\u2022 Proven track record of supporting a senior management team, and providing strategic support
\n\u2022 Knowledge of the requirements of major donors and experience in budgeting and reporting to donors
\n\u2022 Strong capacities of financial management and planning
\n\u2022 Good attention to detail and analytical skills
\n\u2022 IT proficient minimum in most common tools such as Word, advanced Excel, Outlook, financial systems etc\u2026
\n\u2022 Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
\n\u2022 Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
\n\u2022 Strong communication (written and spoken), and interpersonal skills in English (written and oral) and Portuguese, with experience in managing multicultural teams.
\n\u2022 Previous experience in Mozambique will be considered an advantage<\/p>\n
