The main role of the Area Team Leader is to provide overall operational support to the implementation of the project \u201cSustainable Agriculture and Land Management\u201d working as liaison between the project manager and the Operation Manager. The ATL has the key responsibility of coordinating and ensuring the successful implementation of all the operations related to this project.
\nGross salary: 30.000-40.000 USD per year (including benefits) – depending on experience<\/p>\n
\u2022 Defining, implementing, and coordinating the procurement, logistics and administrative strategy and activities
\n\u2022 To lead the procurement of all goods\/services\/works needed for the implementation of the programme, in cooperation with the OM
\n\u2022 To be responsible for ensuring maintenance of AVSI assets in the area of reference, including offices, warehouses, guesthouses and any other premises
\n\u2022 To ensure that the area operation teams respect procedures and ensure the implementation of specific controls\/checks regarding use of assets, fuel, stock etc
\n\u2022 To be responsible for the purchase and financial authorization of expenses in the area of reference in compliance with the monthly treasury forecast and AVSI procedures
\n\u2022 To participate in the financial management of Nampula office in collaboration with the administrator
\n\u2022 To ensure that all administrative and financial procedures in the base follow AVSI procedures
\n\u2022 To communicate regularly with the Operations Manager on all important issues regarding finance and administrative matters
\n\u2022 To follow up closely the relevance of any expenses and proposed cost reduction measures, together with the relevant coordinators
\n\u2022 To monitor the financial and administrative management of the area of reference including the preparation and monitoring of budgets, financial requests, accountancy, payments, tenders, procedures, movements etc.
\n\u2022 To supervise, support and follow up the compilation and timely submission of the monthly logistics and administrative reports and accountancy to the national office
\n\u2022 To coordinate all operational staff, hold systematic (weekly) meetings and activity planning sessions
\n\u2022 To ensure coordination between the different departments (program, logistic, procurement, finance and administration) and good understanding and cooperation between technical and support teams
\n\u2022 Implement capacity building sessions for the operations team (procurement, logistics and admin) through specific training plans based on periodic capacities assessment
\n\u2022 Continuous monitoring of the local situation through the collection and analysis of security information and sharing with the Country Security Officer (CS) and Country Representative
\n\u2022 In cooperation with the CS, identify of security threats and measures to mitigate risk, and follow up the implementation of security measures
\n\u2022 Ensure that procurement processes respect of AVSI safeguarding policies and procedures, with particular attention to PSEA
\n\u2022 Carry-out any other duties and\/or responsibilities assigned by the supervisor.<\/p>\n<\/div>\n<\/div>\n
\u2022 University degree in economics, management, logistics, administration, political science or equivalent field
\n\u2022 Minimum 5 years of experience in the Humanitarian\/development sector, preferably in finance, logistics and procurement
\n\u2022 At least 3 years previous field experience in an NGO, ideally in a similar role<\/p>\n<\/div>\n<\/div>\n
\u2022 Experience and well-developed skills in staff management, supervision, and capacity building
\n\u2022 Proven track record of supporting a senior management team, and providing strategic support
\n\u2022 Knowledge of the requirements of major donors and experience in budgeting and reporting to donors
\n\u2022 Strong capacities of financial management and planning
\n\u2022 Good attention to detail and analytical skills
\n\u2022 IT proficient minimum in most common tools such as Word, advanced Excel, Outlook, financial systems etc\u2026
\n\u2022 Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure
\n\u2022 Excellent planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
\n\u2022 Strong communication (written and spoken), and interpersonal skills in English (written and oral) and Portuguese (or at least 2 Latin languages), with experience in managing multicultural teams
\n\u2022 Previous experience in Mozambique will be considered an advantage<\/p>\n
