No matter where you\u2019re from or who you are, if you\u2019re passionate about the transformative power of progressive politics, we invite you to build a better future with us.<\/p>\n<p><strong>Role Summary<\/p>\n<p><\/strong>We are seeking a highly strategic and technical <strong>Senior Digital Transformation Advisor <\/strong>to be embedded at the Ministry of Communications and Digital Transformation (MCTD) in Mozambique, working closely with senior leadership of the Ministry, World Bank Task Teams, Project Implementation Units (PIUs), other relevant institutions and TBI central and country Teams.<\/p>\n<p><strong>Digital transformation<\/strong> is as a critical driver of economic growth, job creation, service delivery and innovation Across Africa. Mozambique is at the forefront to deliver on ambitious digital initiatives which often faces challenges in execution due to a variety of reasons including fragmented coordination to limited delivery capacity.<\/p>\n<p>In support to overcome some of these challenges, Tony Blair Institute for Global Change (TBI) is working alongside with the World Bank to pilot new model of advisory and delivery support. This collaboration combines the World Bank\u2019s financing, technical expertise, and country partnerships with TBI\u2019s embedded political model, specialized talent (combining technical expertise and political acumen), and proven delivery methodologies. Together, this approach aims to accelerate the implementation of digital transformation initiatives, demonstrate early and impactful results through targeted pilot programs, and create a scalable model for future digital efforts.<\/p>\n<p>As part of this initiative, a dedicated <strong>Senior Digital Transformation Advisor <\/strong>will be allocated in Mozambique to drive delivery support, working in close collaboration with the government counterparts, World Bank teams and TBI\u2019s central support structure.<\/p>\n<p>The overall objective of the role is to accelerate the delivery of digital transformation Projects supported by the World Bank and national governments. This will be achieved by providing strategic direction, influencing policy, guiding institutional reforms, and promoting scalable, results-oriented interventions that drive sustainable growth and development.<\/p>\n<p>The <strong>Senior Digital Transformation Advisor<\/strong> will also coordinate with technical teams across ministries, projects implementation units (PIUs) to translate policy commitments into operational results. This dual engagement, at both the strategic and technical levels, is critical to driving whole-of-government digital transformation and ensuring sustained delivery impact. In addition to that, facilitate political traction, operational problem-solving, and alignment between government stakeholders, World Bank Task Teams, Project Implementing Units (PIU) and other partners to unblock bottlenecks, pilot innovative solutions, and maintain reform momentum.<\/p>\n<p><strong>Key Responsibilities<\/p>\n<p><\/strong><\/p>\n<ul>\n<li>Delivery Acceleration<\/li>\n<li>Support the implementation of World Bank-financed digital transformation projects, ensuring alignment with national priorities and reform plans.<\/li>\n<li>Drive execution by establishing or strengthening delivery structures, clarifying roles, setting milestones, and tracking progress against agreed timelines.<\/li>\n<li>Proactively identify bottlenecks and risks to delivery, propose solutions, and facilitate problem-solving across ministries and project implementation units (PIUs).<\/li>\n<li>Support the design, coordination, and initial implementation of country-specific pilot initiatives in areas such as AI, digital public infrastructure (DPI), and regulatory sandboxes, ensuring they align with national strategies and delivery priorities.<\/li>\n<li>Political\/Policy and Cross-Government Coordination<\/li>\n<li>Engage with senior political leaders to secure ongoing political backing for digital reforms and unblock high-level barriers to implementation.<\/li>\n<li>Facilitate cross-ministerial collaboration to ensure alignment between digital and sectoral priorities (e.g., finance, agriculture, education, health).<\/li>\n<li>Act as an interlocutor between the Ministry of Communications and Digital Transformation (MCTD , World Bank teams, and other stakeholders to maintain momentum on both delivery and pilot initiatives.<\/li>\n<li>Embedding Delivery Tools and Best Practices<\/li>\n<li>Apply TBI\u2019s delivery model (e.g., Delivery Unit playbook, milestone tracking) and adapt them to country-specific contexts.<\/li>\n<li>Integrate pilot design and delivery into the broader delivery ecosystem, ensuring pilots contribute to the acceleration of broader digital transformation goals.<\/li>\n<li>Contribute to the documentation of delivery and pilot lessons to inform broader learning under the pilot program.<\/li>\n<li>Stakeholder Engagement and Communication<\/li>\n<li>Support the organization of targeted delivery sprints, working sessions, leadership roundtables, and pilot project showcases with key government stakeholders and partners.<\/li>\n<li>Provide regular updates to the World Bank and TBI central teams on progress, risks, and emerging opportunities.<\/li>\n<li>Contribute to joint reporting and knowledge products developed under the pilot.<\/li>\n<\/ul>\n<p><strong>Qualifications And Experience<\/p>\n<p><\/strong><\/p>\n<ul>\n<li>Minimum of 10 years of experience supporting government reform delivery, particularly in digital transformation, public sector modernization, or economic development programs.<\/li>\n<li>Master&#8217;s degree in relevant field, such as public policy, economics, technology, or related fields preferred.<\/li>\n<li>Technical understanding of digital government, public sector innovation, and\/or economic transformation issues.<\/li>\n<li>Experience in piloting digital or innovation initiatives is highly desirable (e.g., AI applications, interoperability, public sector innovation, sandbox design)<\/li>\n<li>Strong political judgment and experience working with senior government leaders.<\/li>\n<li>Excellent problem-solving, coordination, and stakeholder engagement skills.<\/li>\n<li>Experience working with or alongside international development institutions (e.g., World Bank, bilateral donors) is desirable.<\/li>\n<li>Excellent written and verbal communication skills in Portuguese and English, with the ability to engage effectively at ministerial, executive, and international levels;<\/li>\n<li>Ability to thrive in fast-paced, matrixed environments, managing competing priorities while driving results-oriented execution.<\/li>\n<\/ul>\n<p>Closing Date:<\/p>\n<p>2025-07-20<\/p>\n<p>Apply for this job: <a href=\"https:\/\/tbinstitute.wd3.myworkdayjobs.com\/TBI\/job\/Mozambique\/Senior-Advisor-Digtial-Tranformation_JR001728?source=LinkedIn\">https:\/\/tbinstitute.wd3.myworkdayjobs.com\/TBI\/job\/Mozambique\/Senior-Advisor-Digtial-Tranformation_JR001728?source=LinkedIn<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We don\u2019t just talk, we do.
