IOM is committed to the principle that \u201chumane and orderly migration benefits migrants and society\u201d. Established in 1951 and now active in over 590 field locations worldwide, IOM works with partners, government and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, in order to maximize its benefits and minimize its negative effects.<\/p>\n<p>Under the overall supervision of the Officer Infrastructure, and the direct supervision of the National Officer Infrastructure, the Project Assistant will be required to work as a member of the CRP team to assist in the implementation of the construction of various infrastructure projects in Cabo Delgado Province.<\/p>\n<p><b>Responsibilities<\/b><\/p>\n<ul>\n<li>\u00a0Monitor contractor&#8217;s work daily to verify that IOM design specifications are correctly interpreted and applied\/interpreted and report any noncompliance to the supervisor.<\/li>\n<li>\u00a0Provide updates and report on the progress of the construction and rehabilitation work for the CRP programme and any challenges encountered, with the daily support from the team.<\/li>\n<li>\u00a0Draft engineering drawings, and draft cost estimates, Bill of Quantities (BoQ), technical specifications, work schedules and other tender documents.<\/li>\n<li>\u00a0Support the liaison with project stakeholders as needed for the success of the CRP projects.<\/li>\n<li>\u00a0Support consultations and needs assessments related to infrastructure development and service improvement in locations targeted by CRP unit.<\/li>\n<li>\u00a0Follow up on procurement and logistics processes in coordination with the Procurement and logistics Unit and payments to service providers, contractors and suppliers in coordination with the Resource Management Unit, and Finance.<\/li>\n<li>\u00a0Perform such other duties as may be required or assigned.<\/li>\n<\/ul>\n<p><b>Qualifications<\/b><\/p>\n<p><i><strong>Education<\/strong><\/i><\/p>\n<ul>\n<li>\u00a0Bachelor&#8217;s degree in civil, Structural or Electrical Engineering and\/or Architecture from an accredited academic institution with at least two years of relevant professional experience, or.<\/li>\n<li>\u00a0Minimum Completed High School degree from an accredited school, with at least four years of relevant work experience<\/li>\n<\/ul>\n<p><i><strong>Experience<\/strong><\/i><\/p>\n<ul>\n<li>\u00a0Combined experience in monitoring of projects in the construction industry.<\/li>\n<li>\u00a0Flexible to work in the field to supervise the contractor and in the office to prepare cost estimates, Bill of Quantities (BoQ), technical specifications, schedules and other tender documents.<\/li>\n<li>\u00a0Competent to use computer-aided design (CAD) technology and design software (AutoCAD, STAAD, MS Office, etc.) as well as surveying instruments (level, total station, etc.), mapping devices (GPS) and related software (ArcGIS, QGIS, etc.) would be of great added value.<\/li>\n<li>\u00a0Able to prepare schedules\/bills of quantities and estimating cost as well use of MS Office suite software (Word, Excel, Project, etc).<\/li>\n<li>\u00a0Knowledgeable in Mozambican National Building Standards and related local\/international standards and specifications.<\/li>\n<\/ul>\n<p><i><strong>Skills<\/strong><\/i><\/p>\n<ul>\n<li>\u00a0Knowledge of local context in target project areas (i.e. Northern Region of Mozambique)<\/li>\n<li>\u00a0Knowledge of UN and bilateral donor programming.<\/li>\n<li>\u00a0Knowledge of financial rules and regulations.<\/li>\n<li><\/li>\n<li>\u00a0Excellent knowledge in MS office applications.<\/li>\n<\/ul>\n<p><i><strong>Languages<\/strong><\/i><\/p>\n<ul>\n<li>\u00a0Fluency in English &amp; Portuguese is required (oral and written).<\/li>\n<\/ul>\n<p><i><strong>Desirable<\/strong><\/i><\/p>\n<ul>\n<li>\u00a0Local Languages of Cabo Delgado (Macua, Makonde, Kimuani, Swahili)<\/li>\n<\/ul>\n<p><i><strong>Required Competencies<\/strong><\/i><\/p>\n<p>The incumbent is expected to demonstrate the following values and competencies:<\/p>\n<ul>\n<li>\u00a0<strong>Inclusion and respect for diversity:<\/strong>\u00a0Respects and promotes individual and cultural differences.
